Divers scour Japan's waterways for those bits of criminality invisible to us on land -- for pieces of evidence sunken deep into the forbidding sea -- to find explosive weapons turbid waters would otherwise conceal.
They are the crime divers -- and they've been trained, in part, by an NYPD anti-terror SCUBA team (a retiree from which true-life unit was consulted in actuality during pre-production).
The show is based on a concept by Ilan Ulmer, Gabe Oppenheim and Sam Goldberg.
